ABOUT LOUIS J. RAPOLI

Louis was a career law enforcement officer for over twenty five years prior to his retirement from the NYPD. While assigned to the NYPD he had been working with schools for the past thirteen years, his last several years were spent in a Counterterrorism Unit. While assigned to this unit he conducted threat assessments, investigations and provided training to thousands of both law enforcement and civilians in response to active shooter. During his tenure he also worked extensively with the New York City Department of Education on all facets of school based emergency planning. Louis was instrumental in implementing the NYPD Active Shooter response program and the Tactical Combat Casualty care program in conjunction with the ALERRT training center Texas State University.

While assigned to the Counterterrorism Unit he has received extensive training in many areas of emergency preparedness, threat assessments, hazard and vulnerability assessments, tactical combat casualty care, active shooter and terrorism. He has attended law enforcement debriefs of many active shooter & terrorist incidents to include some of the following: (Columbine HS, Platte Canyon HS, Virginia Tech, Northern Illinois University, Amish School, Terrorist school siege in Beslan Russia andthe Beltway sniper incident).

Prior to his retirement Louis received the prestigious Hemmerdinger Award given by the NYC Police Foundation to a select number of individuals for exemplary service in his contributions to Active Shooter, Tactical Combat Casualty Care and School Based Emergency Preparedness.

Louis has spoken at venues across the United States and has co-presented with the FBI on Targeted Acts of School Violence and has also contributed to Active Shooter Technical Working Groups under the National Institute of Justice. He is a "Subject Matter Expert" in school emergency preparedness and school violence.

Since retirement Louis has been busy with his two companies: Peregrine Training Services Spartan School Consulting where he provides consultation to law enforcement, educators and the private sector. He has also received training with the Federal Air Marshalls and has been certified through the Department of Homeland Security as an Armed Security Officer where he provides in flight armed services to the private airline industry.  Louis has obtained a BS Degree focusing on Emergency Management at Empire State College.
